Fix an issue creating cloud only distribution lists

Microsoft Online mailbox sync - work around PS issue with Async processing. The can cause the job service to crash during a sync process is some cases.

In Job service recovery mode do not resume a job that has a running action that has been running for more than 2 times the recovery period. This is to stop resuming long sync jobs that may be causing issues.

A User Type is a template in Activate that defines rules, attributes, and behaviours for a category of users (e.g., Employee, Contractor), ensuring consistent user account setup and configuration.
